Changes to loadshifting classes in NSW

Following a two-stage review of the loadshifting classes that were not included in the National Standard for Licensing Persons Performing High Risk Work (National Standard), WorkCover New South Wales will initiate the following strategy until a final decision has been made.
Four of the five loadshifting classes will be retained as a state-based certificate of competency from 1 September 2009, but will require a move to registered training organisations (RTOs) by 1 January 2010.
The four classes are:
- front-end loader/backhoe operation (LB)
- front-end loader - skid steer type (LS)
- front-end loader operation (LL)
- excavator operator (LE).
While a licence for dragline operation (LD) will no longer be required, employers must continue to ensure that operators receive the necessary training and information to work in a safe manner.
Within the three-month transitional period, WorkCover accredited assessors can continue to provide licence assessment services for LB, LS, LL and LE without being aligned to an RTO. After 31 December 2009, however, the following units of competency must be delivered before a WorkCover certificate of competency is issued:
- OHSCER202A Operate a front end loader/backhoe (LB)
- OHSCER204A Operate a front end loader skid steer type (LS)
- OHSCER205A Operate an excavator (LE)
- OHSCER203A Operate a front end loader (LL).
WorkCover has approval from Workplace Health and Safety Queensland (WHSQ) to adopt their accredited course, 30496QLD Course in operating loadshifting equipment, which contains the above units of competency.
For RTOs wishing to deliver any of the units they must complete a two-stage registration process and ensure they add the whole 30496QLD course to their scope of registration.
Stage one of the registration process involves applying to the relevant state or territory training authority-in NSW it is the Vocational Education and Training Accreditation Board-to have the above course added to your scope of registration.
Stage two is applying to WorkCover for approval to conduct the above loadshifting assessments. This will involve completing the application form and nominating the WorkCover accredited assessors who will be conducting the licence assessments on the RTOs behalf in NSW. There is no fee if you are approved by WorkCover for National Standard classes, however, there is a $500 application fee if you are not registered (this includes a $200 non-refundable administration fee).
The course must be purchased through Centre for Training Materials within the Queensland Department of Education and Training. A $210.10 administration fee must be paid for the disc and associated training materials.
