Plumbing commission established in Qld
On 1 March 2010, the Queensland Plumbers and Drainers Board (the Board) was replaced with a new Plumbing Industry Council (PIC).
An independent review of Queensland Government boards, committees and statutory bodies, called the Weller Review, was completed in 2009. The review recommended that the Board be abolished.
The Queensland Government decided to abolish the Board and create a new Plumbing Industry Council with a simpler appointment and remuneration process and the ability to expand membership as the plumbing industry evolves.
Amendments to the Plumbing and Drainage Act 2002 were passed on 12 November 2009 to abolish the Board and establish the PIC. The new provisions take effect from 1 March 2010.
PIC members are appointed by the Minister for Infrastructure and Planning rather than through a Governor-in-Council process. Remuneration paid to members is in accordance with the fees set by the Queensland Government's Department of Industrial Relations.
The PIC will continue the important work of the former Board in investigating complaints about licensees and unlicensed work. It will also continue to operate as an independent statutory body working to protect public health and safety through Queensland's plumbing and drainage licensing system.
A decision of the former Board will be taken to be the decision of the PIC and a proceeding started by the Board or an appeal against a Board decision may be started or continued by or against the PIC.
